A local developer has submitted a new rezoning application to construct a significantly taller mixed-use tower near Kitsilano Beach Park that incorporates a 99-room hotel. Millennium Development filed the updated architectural plans for the property located at 2158 to 2170 West 1st Avenue.

The building site sits near the southeast corner of the intersection of Yew Street and West 1st Avenue. Under the revised concept, the tower height has increased by about 50 per cent compared to the initial residential iteration.

Vancouver City Council approved the original rezoning application for the address in June 2025. That initial approval followed the specific prescriptions and stipulations set out in the municipal Broadway Plan for the area.

The zoning bylaw for the residential project was subsequently enacted in June 2026. Prior to that formal enactment, municipal staff granted conditional approval to a related development permit application in December 2025.

The updated proposal shifts the project from a purely residential structure into a combined venture featuring both secured rental homes and commercial lodging space. The developer structured the redesign to provide visitor accommodations next to the waterfront.

Future occupants and visitors will find several public transportation links surrounding the development block. Frequent bus stops operate nearby along both Cornwall Avenue and West 4th Avenue.

The property is also positioned approximately a 12-minute walk from the future Arbutus Station along West Broadway. Transit planners designed the upcoming station to serve increasing passenger volumes in the transforming neighbourhood.

Municipal planners will review the new application details before scheduling public consultation hearings. City officials said that review procedures will follow standard municipal guidelines for mixed-use commercial and residential developments.
